The Affordable Care Act contains two exciting opportunities for states to improve Medicaid home and community based services that become available this October.
The Community First Choice Option is a new Medicaid state plan option that will allow states to provide a broad range of personal attendant services and supports and receive a 6% enhanced federal Medicaid match.
The Balance Incentive Payments Program is a new federal grant program that will provide additional funding to assist eligible states in reforming their systems to provide more community-based services, versus institutional.
